Why do people organize an entire webinar for 5-10 attendees?

It cannot be about the didactic transmission of information, as @WilliamCope might argue.

I would say it primarily serves the purpose of those presenting. When you organize a webinar, you are learning with others.

We announced the Immunization Agenda 2030 Special Event at 11:45 this morning. Less than four hours later, 2,434 had already confirmed their participation.
